The comment period for the Mid-Currituck Bridge permit applications has been extended to December 21, 2024 because the Army Corps website with the information has been down.<\/div>\n<\/div>\n

Here are the instructions for the comments and where to send them.<\/div>\n

We encourage members to send personal comments opposing the following permits:<\/div>\n<\/div>\n

404 Permit from Army Corps: Instructions for submitting comments on the 404 permit.<\/div>\n
<\/div>\n

Comment on the stated purpose and need for the project as per Re-evaluation of Final Environmental Impact Statement ( F.E.I.S. )<\/div>\n<\/div>\n

1. The need to substantially improve traffic flow on the project area\u2019s thoroughfares<\/div>\n
(US 158 and NC 12);<\/div>\n<\/div>\n
\n
2. The need to substantially reduce travel time for persons traveling between the<\/div>\n
Currituck County mainland and the Currituck County Outer Banks; and<\/div>\n<\/div>\n
\n
3. The need to substantially reduce hurricane evacuation times from the Outer Banks<\/div>\n
for residents and visitors who use US 158 and NC 168 as an evacuation route.<\/div>\n<\/div>\n
\n

The next step for North Carolina Turnpike Authority ( NCTA ), will focus on obtaining all environmental permits from:<\/div>\n<\/div>\n

N.C. Department of Environmental Quality – Division of Coastal Management<\/div>\n<\/div>\n
\n
U.S. Army Corps of Engineers<\/div>\n<\/div>\n
\n

Additional activities before construction could begin, including:<\/div>\n<\/div>\n

Obtaining environmental permits<\/div>\n<\/div>\n

Updating the traffic and revenue study and toll financing plan<\/div>\n<\/div>\n
\n
Procurement and bid process for selecting a contractor team to complete the final design and construction<\/div>\n<\/div>\n

Preparing final design plans<\/div>\n<\/div>\n

Please note, some of these activities will be worked on simultaneously.<\/div>\n

A Comparative Analysis is currently underway:<\/div>\n<\/div>\n
\n
Required by federal law, a comparative analysis is underway to evaluate multiple methods that could be used to build the proposed Mid-Currituck Bridge project. The N.C. Department of Transportation project team is currently evaluating the proposed project as either a traditional N.C. Turnpike Authority toll project or as a public-private partnership toll project. A public-private partnership is a contractual agreement between a public entity and a private company to manage public infrastructure project.<\/div>\n<\/div>\n
\n
The project team will evaluate several considerations for each proposed method including funding, cost, construction, project risk and tolling policies. This information will be included in a comprehensive report and presented to the Albemarle Rural Planning Organization, which will then make the final decision on how the proposed project is built.<\/div>\n
<\/div>\n<\/div>\n
\n
So now the NCTA is looking into another Public Private Partnership (P3) after the 1st one failed and the State had to pay approximately $10 million to cancel. I don’t see this happening.<\/div>\n<\/div>\n
